If the Hulk was set loose in NYC, what would be the first procedure the USA would enact to stop him?

Assuming a scenario in which the military knows what the Hulk is, and what his capabilities are, the mission would be to draw the Hulk away from populated areas immediately. The best way, contrary to movie logic, would not be by mustering a ground force to shoot at him and piss him off. Rather, dozens of Air Force F-15 and F-16 jets conduct irregular combat patrols over major American cities and at the first sign of trouble can be directed to a position within minutes. A series of fighter jets would, from a safe distance, fire the M61A1 Vulcan gun (a 6-barrel 20mm cannon of the gatling-type, which fires standard M50 ammunition at 6,000 rounds per minute). That would definitely get the Hulk's attention, and he would immediately jump as high and far as possible in an attempt to destroy the aircraft. Since we have the best and most highly trained pilots in the world, who have been briefed on the Hulk's abilities, they would avoid his attacks while skillfully leading him south, down Broadway towards Upper Bay (water) and then into Lower Bay (more water) and out into the ocean, until he calmed down or was far enough away to not be our problem anymore. Given the proximity of our aircraft and how quickly the Hulk would want to destroy an aircraft that fired on him, the entire incident would be over within 5-10 minutes, with minimal damage to infrastructure.
