If the Hulk was set loose in NYC, what would be the first procedure the USA would enact to stop him?
Assuming a scenario in which the military knows what the Hulk is, and what his capabilities are, the mission would be to draw the Hulk away from populated areas immediately. The best way, contrary to movie logic, would not be by mustering a ground force to shoot at him and piss him off.
